Looks like a hand done one off to me. So could be any age. Certainly not commercial as there is no stenciling. Someone should give it a punt though looking at how railway stuff is doing here in the UK.

Yes it seems counter-intuitive to think that this sign is pre-1939. But occasionally you get signs that are much older than they look.
There was that brewery sign that was dug out of some mud about 3 years ago that was being talked about on here. It had a grotesque cartoon monk on it that looked like it had come out of a 1970s comic; but in fact the sign must have been pre-1900.
