No it's very uncharacteristic of Patent Enamel.
I guess it was commissioned by the French company and they dictated the design.

 I don't think it's French,they call it "the". I think it's South American. Uruguay specifically. If you look on the bottom of the tin i'm sure the last word is "Montevideo". That Ransomes sign posted the other day is a Patent Enamel product as well.
