Ebay UK sounds really lame. While not everything is perfect about Ebay US, they are at least consistently strict. Don't pay for an item, or file a complaint about not-as-described or payment not sent, and there is pretty immediate action. They'll freeze the perpetrator's Paypal account in a second. Which, though possibly frustrating, is a lot better than the UK lackadaisical sort-it-out-between-you attitude (at least as it's been described here).

Here is a typical one I got last week.

Dear xxxxxx,There was some unauthorised bidding on this item.Would you kindly accept a slightly lower price than the hammer priceie £180 inc.of pp.I am away on business in Dubai till 15th Nov. & will send you a cheque on my return.Please let me have your full address for onward transmission.Kindest Regards xxxxxxx.
