Its either batteries or polish I think. Takes an internal screw thread with glass stopper. I have a few in stock.

It's silver plate polish. Walker and Hall were a cutlers in Sheffield, I have some 1900's ephemera somewhere which I'll dig out and post up. There badge was a flying flag with "w & h" on it, that is on the stopper of the bottle and was also stamped on the back of their spoons and knives etc.
