Interesting conversation I was sent today:

Jennifer
Welcome to eBay Live Help, my name is Jennifer. How may I be of assistance?
bimbalander
Hi there, I am in a bit of a pickle. I sold to signs to a guy in the USA and could only find one of them. He then said he didn't want either and wanted refunding so I did. I then sent the one remaining sign to him by mistake. He has signed for it but is ignoring me now. What can I do?? Regards. Linda
Jennifer
I understand that you send them and item and you have refunded for that.
Jennifer
In order to resolve this, I will have to connect you with our UK Trust and Safety Team now. Is that ok?
bimbalander
Thats great
Jennifer
Thanks for confirming. Please stay connected as I will transfer you now.
Jennifer
Has transferred you to:Angelica
Angelica
Welcome to eBay Live Chat. My name is Angelica and I'll do my best to assist you with your concern.
Angelica
Kindly bear with me for a minute or two while I check what you have discussed with my colleague.
Angelica
I understand how you feel as you sold this item in good faith and some problem came along. I am going to do all I can to help you with this matter and I will keep you informed if there's anything that you need to do.
bimbalander
OK,
Angelica
Since your buyer has been unresponsive when you contacted them about paying for the item they have signed for, I strongly recommend that you call them instead.
Angelica
Have you done this?
bimbalander
I sent a paypal invoice to the buyer so they could pay me easily. But heard nothing back and get the feeling that I won't
Angelica
Oh I see. I'm sorry to hear that.
bimbalander
I also sent an email or two, but if they think they can get away with it they will. They signed for the parcel days ago and did not contact me either
Angelica

I trust this issue will be resolved as soon as possible once you contacted your buyer through phone as I've been working here in eBay for almost 5 years now and I've handled a lot of same issue as you have. Fortunately, it is all sorted out, Linda.
bimbalander
So I need to ring them???
bimbalander
What happens if they say, 'no i won't send it back'??
Angelica
Yes, that's the best way to resolve this matter is by calling them.
bimbalander
What happens if they say, 'no i won't send it back'??
Angelica
I'll be happy to assist you in getting their contact details if you want, Linda.
Angelica
If they refused to send it back or repay for the item, for us to further assist on this matter, it may be helpful to contact the authorities in your area and where your trading partner lives. We're happy to help them with any investigation that they'll do. They can contact us here:

bimbalander
Can you send them to me please?
bimbalander
I live in the Uk and they live in the USA so what could anyone do??
Angelica
Before I process the request, please be advised that to maintain fairness, your number will be shared to the buyer as well. Is this okay?
Angelica
Oh I see.
Angelica
If calling them doesn't work, I would still advise you to try communicating with them via eBay and if that doesn't work, please do report the buyer to the police.
Angelica
I have to be honest with you but our site is a venue where anyone can offer, sell and buy just about anything, at anytime, from anywhere, in a variety of formats. At no point do we have possession of anything listed or sold through the site. Therefore, we can't refund the cost or price of the item. We can only refund your Final Value Fee.
Angelica
Can you confirm if you are still online?
Angelica
Hi Linda, I haven’t heard from you in a while. Are you still with me? If it is convenient, please send what you have already typed in so that I can read them.
bimbalander
hey
bimbalander

Angelica
Great, sorry for the question. I just wanted to make sure we are still connected.

In relation to your buyer, I assure you that buyer who consistently fulfill with their obligations will be found accountable, with this, let me assure you that we will investigate and take appropriate action against them. As I'm sure you'll understand, member privacy is one of our top priorities, so we won't be able to update you about the results of this investigation.
Angelica
To better protect your listings in the future, I recommend that you set up your buyer requirements tool to block certain buyers that you don't want to bid on your items.
Angelica
You can set requirements for your buyers by following these steps:

1. Go to My eBay > My Account > Site Preferences.
2. Under Seller Preferences, click on the 'Show' link next to 'Buyer requirements'.
3. Click on the 'Edit' link to make changes to your Buyer Block Preferences. Click the Submit button to save your changes once you're done.
Angelica
Can you confirm if you are still online?
bimbalander

Go and bang your head against the wall Al, it will be more successful. I had a similar problem with a Chinese buyer, they basically found with the buyer.

When I paid for a sign through Paypal that never got sent, I contacted Paypal and they went into his account and transfered the money back into my account ??

They should have the same power then to do the same in this case ??

Its wrong, ...............but you just have to make allowances for the odd thing you totally write of with ebay. Sometimes they are just totally pathetic !!

I once bought a gold item from Oz. it was stated as weighing 34 grams, when it arrived it weighed 12 grams. I contacted ebay & PayPal and told them it was obviously ' misdiscribed ' because weight is fundamental to a gold item. After getting nowhere I spoke to a supervisor who said she TOTALLY agreed with me but there was nothing they could do !! It was so frustrating it really gets you going and winds you up.

Jesus I was fuming anyway the next day I rang them back with an idea. I told them I was going to relist the item with the same ' wrong ' description. When it was sold I said the buyer is going to send it back, Then I'm going to refuse to refund them, Then I said I just knew that ebay uk would refund the buyer, Then I said I was going to sue them ( don't know what for ? ) and go to the papers. 5 minutes later they refunded me and asked me to return the item.

What I fail to understand with ebay is that time and time again they seem to protect the fraudsters and try it on merchants. I love and hate ebay but as a seller you JUST HAVE to allow for a certain % of outright losses. No help to you AL but it has happened to all of us in one way or another
