I love how elaborate they are, especially the windmill, just to sell toffee. Do you think they knew they would be collected? Who’s the maker of the windmill?

The windmill is not marked but its highly likely that it was made by Barringer Wallis & Manners in Mansfield, Notts. BWM worked closely with Mackintosh's and produced the first Quality Street tins which were designed by Charles E. Fletcher (retired from the BWM studio in 1958). The windmill, shop and sand pails were all designed to be toys after the sweets were eaten. They were made mainly as novelties for the Christmas market.
